On 26 January 2023, Chief Justice TOKURA Saburo held an online meeting with the Right Honourable Richard Wagner, P.C., Chief Justice of the Supreme Court of Canada.

They actively exchanged views on issues of mutual interest, including rationalization and modernization of court business on the occasion of digitalization, and judicial independence.

Chief Justice Wagner pointed out that necessity was the mother of innovation, as the courageous and creative judges driven by the COVID-19 brought the use of technology at the Canadian courts. Chief Justice TOKURA responded, "In order for that mother to work, there should have been the basic understanding of everyone concerned that the judicial function was essential for the life of the people. The Japanese judiciary, learning from today’s discussion and exercising great creativity, will continue to work on streamlining court business.”

In closing, Chief Justice TOKURA expressed his appreciation to the warm welcome to Japanese Judges by the Canadian judiciary and said, "As both countries are neighbors across the Pacific Ocean, we would like to further develop the relation with the Supreme Court of Canada.” Chief Justice Wagner also expressed his gratitude, and the meeting ended in a friendly atmosphere.
