On November 5, 2021, a Study Meeting on Foreign Judiciary Practices was held at the Legal Training and Research Institute, and Prof. Dr. Dr. h.c. mult. Andreas Vosskuhle, the former President of the Federal Constitutional Court of Germany and currently a professor at the University of Freiburg, Germany, delivered an online lecture. About 170 judges from across the country participated in this study meeting.

The meeting was held on the theme of “Constitutional Transitions and its Limits”. In the first half of the meeting, Professor Vosskuhle gave a lecture on the changing society and the interpretation of the Constitution based on his profound experience as the President of the Federal Constitutional Court of Germany for 12 years. In the latter half of the meeting, Professor Vosskuhle and the participants exchanged opinions. The participants asked Professor Vosskuhle a lot of questions and opinions were lively exchanged on topics such as the relationship between constitutional interpretation and public opinion, the consideration of circumstances in areas with changing social attitudes and diverse values, and the collection and recognition of legislative facts as a precondition for constitutional decisions.
